Windows Foundation Server 2008 does not come with any inbuilt Terminal Server users. You may purchase Terminal Services Client Access Licenses (TS CALS) for up to 15 users to access your Windows Foundation Server as a Terminal Server. Attempting to install more than 15 TS CALs on your Windows Foundation Server is a violation of the licensing agreement.
